Three Rivers Community College - Master Plan Development

(Thames Valley Campus)


This project will provide a consolidated Three Rivers Community College at the Thames Valley Campus and the Norwich Technical High School (NTHS) on the New London Turnpike in Norwich.

The Norwich THS will ultimately be located on the Mohegan Campus, while Three Rivers Community College will consolidate at the Thames site. The design will be for a phased construction project, allowing for construction of a new building at the Thames site to house the current Mohegan campus, while renovations to the Mohegan site will start to allow for Norwich THS to relocate there from its current location. Once the NTHS students have left their existing building, it will be demolished.

In November 2005, the Board of Trustees endorsed the presentation of a consolidated Thames Campus design, and supported the project bidding in summer 2006. As the design cost estimates were being finalized, a project shortfall of approximately $3.8 million was identified. During the 2006 Legislative Session, the Governor, OPM and the Legislature approved a $3.8ml mid-term budget adjustment for the Three Rivers Project for this shortfall. However, the Bond Act was not passed before the session’s conclusion, and therefore, the funding request continues to be endorsed by the Board. In addition, the Department of Transportation is requiring some road improvements in order to obtain a State Traffic Commission permit as part of this project. The estimated cost of those improvements is $400,000, increasing the Board request to $4.2ml in FY 2008.

The Board of Trustees recognizes the importance of continuing to move the project forward and further understands that the reduction to the project’s program and budget were intended to be only short term. This additional authorization will be effective on July 1, 2007 and will be used to reimburse the project after the award of the construction bid which will fund the items included as bid alternatives and will move the STC permit application process forward. Bidding is currently scheduled for August 2006, with classes to be open for Fall 2008.
