For the System, the performance improvement goal is to achieve a 1% annual increase in noncredit registrations.
Data Analysis

The Community Colleges sponsor a wide range of activities organized by extension divisions and departments. Some of these courses meet for an hour, others a day or two, and some have periodic meetings distributed over a period of several months. The primary purpose of these functions is to provide an appropriate educational experience for the individual or group being served. These courses may represent personal development or a response to business, industry, and professional associations requiring their constituents to return to school to maintain a high level of currency in their field. Continuing Education Units (CEUs) may be earned for these activities, and a record or transcript of those learning experiences may be obtained.

The system served 39,162 students in the non-credit arena. These students can and often do enroll in one or more courses during the year. Therefore, the number of registrations in a given year is a duplicated headcount.

These registrations encompass a variety of instructional activities that are classified into two major categories: workforce and personal development. As a system, for 2007 there were 64,713 workforce and personal development non-credit registrations in total; 34,728 (54%) in workforce development related courses and 29,285 (45%) in personal enrichment activities. This represents a 13.28% increase in non-credit registrations from 2003.

There is a notable shift in priority regarding non-credit offerings in favor of workforce development opportunities, an 18.99% increase since 2003 as opposed to a 7.31% increase in personal development registrations. Capital Community College, for example, shows a 64.47% decrease in personal development offerings, yet there is a 42.44% increase in workforce development registrations.
